If you live in Germany, you pay German income tax on all your YouTube earnings, usually as business income under § 15 EStG. Google withholds 0% US tax on earnings from US viewers if you submit a valid W-8BEN and claim the Germany–US tax treaty (Art. 12); without any tax info, Google may withhold up to 24% of your worldwide YouTube earnings. Payouts from Google Ireland carry no German VAT (§ 3a(2) UStG) and do not count towards the €25,000 small business limit.

How YouTube income is taxed in Germany

Germany taxes residents on their worldwide income. Where Google is based does not matter. If your home or habitual residence is in Germany, your AdSense payouts are taxed here, even if the money arrives in US dollars.

Three taxes are relevant:

  • Income tax (Einkommensteuer): You pay tax on your profit, which is income minus business expenses. A YouTube channel run to make money is normally a trade (Gewerbe), so the income is business income under § 15 EStG. You calculate the profit with a simple cash-based income statement (Einnahmen-Überschuss-Rechnung, EÜR) and file it with your annual return through ELSTER, the tax office's online portal.

  • Trade tax (Gewerbesteuer): A municipal tax on business profit. Individuals only pay it on profit above the €24,500 allowance (§ 11 GewStG), and most of it is credited against income tax. Details in trade tax for creators.

  • VAT (Umsatzsteuer): Usually not due on the payout itself, because your customer is Google Ireland. See the VAT section below.

Because the activity is a trade, you register a business (Gewerbeanmeldung) with your town's trade office and then complete the tax registration questionnaire (Fragebogen zur steuerlichen Erfassung) in ELSTER. The step-by-step process is in registering as a self-employed creator.

Three numbers that are easy to mix up

  • Tax identification number (Steuer-ID): Your personal number for life, issued by the Federal Central Tax Office (BZSt) after you first register your address in Germany. This is the number you enter as "foreign TIN" on the W-8BEN.

  • Tax number (Steuernummer): Issued by your local tax office (Finanzamt) once you have submitted the registration questionnaire. You use it on your returns and on invoices.

  • VAT identification number (USt-IdNr.): Starts with "DE" and is issued by the BZSt. You need it when you supply services to businesses in other EU countries, such as Google Ireland, and you are not using the small business regulation.

US withholding on YouTube earnings: rates for 2026

Google treats the part of your YouTube earnings that comes from viewers in the US as US-source income. On that part, the US levies a withholding tax that Google deducts before paying you. According to Google, this covers US-viewer earnings from ads, YouTube Premium, Super Chat, Super Stickers, Super Thanks and channel memberships.

Google classifies YouTube Partner Program earnings as "Other Copyright Royalties". Under Art. 12(1) of the Germany–US tax treaty, royalties may only be taxed in the recipient's country of residence. The IRS treaty table therefore lists a 0% rate on copyright royalties for Germany.

How to submit the W-8BEN in AdSense for YouTube

The W-8BEN is an IRS form in which you confirm that you are not a US person and claim treaty benefits. You do not file it on paper. You complete it in your Google account:

  1. Sign in to AdSense for YouTube.

  2. Open Payments, then Payments info.

  3. Choose Manage settings.

  4. In your payments profile, edit United States tax info and click Manage tax info.

  5. As a sole trader, select the form for individuals (W-8BEN).

  6. Enter Germany as your country of residence for treaty purposes and claim the treaty benefit for YouTube earnings.

  7. Enter your German Steuer-ID as the foreign tax identifying number (FTIN). The IRS instructions expect the FTIN of your country of residence.

Use Latin characters only (write "ae" for "ä"), and make sure your residential address matches the legal address in your account. If you are new to Germany and still waiting for your Steuer-ID, the BZSt sends it by post after your address registration (Anmeldung).

The IRS instructions say the form stays valid until the last day of the third calendar year after the year you sign it. Example: signed in October 2026, valid until 31 December 2029. If your circumstances change earlier, for example because you move abroad, you must submit a new form.

Worked example: €40,000 YouTube income, 25% from US viewers

Example: A creator living in Cologne earns €40,000 from YouTube in 2026. 25% of it comes from US viewers, which is €10,000. Google calculates in US dollars; the amounts are shown in euro for simplicity.

In all three cases, the German tax office treats the full €40,000 as business income. Withheld US tax does not reduce it and cannot be credited (see the next section). Without tax info, you effectively pay twice.

Assume the creator has €10,000 of business expenses and no other income. The German side then looks like this in 2026:

Getting withheld US tax back

If Google has already withheld US tax, you have two options:

  • Through Google: Submit valid tax info by 10 December of the year in which tax was withheld. Google says it may then refund the excess in a later payment cycle. Valid info must be received by the end of that calendar year.

  • Through the IRS: After the year ends, Google no longer refunds. You must then claim the refund from the IRS with a US tax return. This takes time and effort.

The German tax office will not credit the amount. Under § 34c(6) EStG, credit for foreign tax in treaty countries follows the treaty, and only tax that the other country may keep is creditable. Since the treaty rate for royalties is 0%, the whole amount is a refund claim against the US, not a creditable tax.

Google issues Form 1042-S on or before 14 April for the previous year's withholding. Keep it with your payment reports.

VAT: Google Ireland and reverse charge

For EU publishers, Google states that payments are made by Google Ireland and that VAT is accounted for by Google under the reverse charge mechanism. Your service is supplied to a business in Ireland, so the place of supply is Ireland (§ 3a(2) UStG). You do not charge German VAT.

  • Standard VAT (regular taxation): Report the payouts in your VAT return as services to an EU business and file an EC Sales List (Zusammenfassende Meldung) by the 25th day after each quarter (§ 18a(2) UStG). You need a VAT ID (USt-IdNr.) for this.

  • Small business regulation (Kleinunternehmerregelung): You do not file an EC Sales List (§ 18a(4) UStG). The Google payouts are not taxable in Germany, so they do not count towards your total turnover under § 19(2) UStG. The limits of €25,000 in the previous year and €100,000 in the current year are not reached by YouTube payouts alone.

More on platforms and reverse charge: VAT for creators in Germany and the small business regulation explained.

Special cases

  • Channel run through a GmbH: A company files the W-8BEN-E instead. The treaty rate for royalties still applies, but the US side also checks the treaty's limitation on benefits clause.

  • Multi-channel network (MCN): If you are paid through a network, Google withholds from the network. Clarify with the network who submits which tax info.

  • Moving abroad: Leaving Germany is a change in circumstances. Your W-8BEN naming Germany becomes incorrect and must be replaced. Whether your new country has a treaty with the US needs to be checked separately.

  • AdSense for websites: Google classifies these earnings as "Services", not royalties. The tax info is managed in the same account.

  • Brand deals: Sponsorships paid directly by brands are separate supplies. A German brand pays you with 19% German VAT on top unless you use the small business regulation. See taxes for content creators in Germany.

  • Other platforms: Twitch, TikTok and Patreon have their own tax forms and paying entities. See Twitch taxes in Germany.

Common mistakes

  • Not submitting tax info at all: Google may then withhold 24% of all your earnings, not just the US share.

  • Submitting the form without a treaty claim: You pay 30% on US earnings instead of 0%.

  • Letting the form expire: The W-8BEN lapses after three full calendar years. Google asks for new details; respond before the expiry date.

  • Missing the 10 December deadline: After year-end, only the slow route via the IRS remains.

  • Trying to credit US tax in the German return: With a 0% treaty rate, § 34c(6) EStG rules this out.

  • Booking only the net payout: Withheld US tax is part of your business income. Use the gross amount from the payment report.

  • Charging or paying German VAT on Google payouts: The supply to Google Ireland is not taxable in Germany.

  • Counting YouTube payouts towards the €25,000 limit: This can push you into regular VAT for no reason.

Frequently asked questions

How much US tax does Google withhold from YouTubers in Germany?

With a valid W-8BEN claiming the Germany–US tax treaty, usually 0% on earnings from US viewers. Without a treaty claim it is 30% on the US share. If you submit no tax info at all, Google may withhold up to 24% of your worldwide YouTube earnings as an individual.

Which number do I enter as foreign TIN on the W-8BEN if I live in Germany?

Your German tax identification number (Steuer-ID), which the Federal Central Tax Office sends you after your first address registration. Do not use your Steuernummer from the local tax office or your VAT ID. As an individual living in Germany you normally do not need a US tax number for YouTube earnings.

Do I have to pay tax in Germany on YouTube income if Google already withheld US tax?

Yes. As a German resident you pay German income tax on all your YouTube earnings, usually as business income under § 15 EStG. US tax withheld despite the 0% treaty rate cannot be credited in Germany; you have to reclaim it via Google by 10 December or later from the IRS.

Do I charge German VAT on my YouTube AdSense income?

No. Google states that EU publishers are paid by Google Ireland and that Google accounts for VAT under the reverse charge mechanism. The place of supply is Ireland (§ 3a(2) UStG). If you are VAT-registered, you file an EC Sales List; under the small business regulation you do not.

Does YouTube income count towards the €25,000 Kleinunternehmer limit?

No. Only supplies taxable in Germany count towards total turnover under § 19(2) UStG. Payouts from Google Ireland are not taxable in Germany. Brand deals with German companies, however, do count.

How long is the W-8BEN valid for YouTube?

Until the last day of the third calendar year after the year you sign it. A form signed in 2026 is valid until 31 December 2029. If your circumstances change earlier, for example because you move abroad, you must submit a new one.
